Detailed Job Description

This is law enforcement work involving the protection of life and property, and the enforcement of laws and ordinances on all property owned and operated by Anne Arundel Community College. Employees may be designated to represent the police department in various uniform and non-uniform capacities.

This work will involve responsibility for performing, under general supervision, duties in patrol, traffic, investigations, administration, and support services. The work may be performed in a police cruiser, on a bicycle, or on foot and involves exposure to dangerous conditions. Work requires an understanding and knowledge of law enforcement work, departmental rules and procedures, Institutional policies and federal, state and local laws. Employees exercise tact and diplomacy with the college community, and under stressful conditions, discern when it is appropriate to utilize force to subdue persons in violation of the law.

Work requires standing, sitting, walking and driving for prolonged periods of time. Officers are assigned to a rotating shift, may be required to work overtime and placed on standby status as needed. Employees may be exposed to body fluids, blood or other infectious pathogens. As such, officers must exercise extreme caution, and adhere to departmental policies and procedures regarding the use of force, self-defense, and use of equipment.  

Required Qualifications

High School diploma or GED required. Two years of college preferred.

Be 21 years of age and a U.S. citizen.

Must possess a current Maryland Police and Correctional Training Commission (MPCTC) certification or meet the MPCTC requirements for recertification within 3 years of separation from a law enforcement agency.

Minimum of three years of law enforcement experience with a full-service Maryland police agency at the time of application.

Must successfully pass an oral interview panel and a background investigation including verification of qualifying credentials; a review of any criminal record; credit check and verification of at least three personal references.

Must successfully pass a medical examination and an emotional stability psychological fitness examination and polygraph examination.

Must successfully pass this Department's Campus Public Safety Officer Training program, including the 40 hours of classroom work and the 80 hours of on-the-job training with a certified field-training officer.

Must be able to communicate effectively with people in the college community by giving information and directions, mediating disputes, and advising of criminal and administrative processes. Additionally, must be able to endure verbal and mental abuse when confronted with the hostile views and opinions of suspects and other people encountered in an antagonistic environment.

Must be able to identify evidence and substances that provide the basis of criminal offenses and infractions and that indicate the presence of dangerous conditions.

Must possess a valid Maryland driver's license and have a good driving record and be capable of operating a public safety vehicle during both day and night, in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions caused by factors such as fog, smoke, rain, ice, and snow.

Must be able to communicate effectively and coherently over public safety radio channels while initiating and responding to radio communications.

o Must be able to work flexible rotating hours, including evenings, nights, weekends, college closings, and required overtime due to staffing shortages.

o Must be able to operate and utilize various types of police and public safety equipment; must demonstrate proficiency in the use of a handgun, handcuffs, O.C. spray, expandable baton, and any other equipment approved for use by the department.

o Must be capable of gathering information in criminal investigations by interviewing, and obtaining the statements of victims, witnesses, suspects and confidential informers, and following this, be able to prepare investigative and other reports, using appropriate grammar, symbols and mathematical computations.

o Maintenance of physical condition needed to effectively perform rescue functions at accidents, emergencies, and disasters to include emergency medical aid, lifting, dragging, and carrying people away from dangerous situations and securing and evacuating people from particular areas.

Must be able to engage in public safety patrol functions that include such things as walking foot patrol and physically checking buildings, climbing flights of stairs, sitting or standing for long periods of time, physically push/pull large/heavy objects, pick up and or carry objects or equipment and perform lifesaving procedures.

o Must successfully pass all mandatory annual in-service and retraining programs.

THIS POSITION HAS BEEN DESIGNATED AS ESSENTIAL EMPLOYEE BECAUSE OF ITS' IMPORTANCE TO THE COLLEGE. THE EMPLOYEE IS REQUIRED TO WORK 52 WEEKS A YEAR, EXCEPT FOR EARNED ANNUAL AND SICK LEAVE.

THIS POSITION IS SUBJECT TO PAID OVERTIME.

THIS POSITION SERVES AS AN EMPLOYEE OF THE COLLEGE, AND IS IN NO WAY AFFILIATED WITH ANNE ARUNDEL COUNTY GOVERNMENT.
