District Administration

Job Responsibilities

Responsible for the overall management and strategic direction of the Plant Operations and Capital and Construction departments

Strategically plans, obtains, and analyzes data to improve Facilities Development & Operations

Develops, coordinates, and implements all college asset/structure evaluations and Master Planning for Ohio Board of Regents Reporting and College Long Range Strategic Plan

Develops, coordinates and implements strategic and operating plans to improve customer satisfaction College-wide

Institutes, implements, and supervises programs to ensure maximum results and adherence to federal, state, and local codes and safety standards

Conducts meetings with User Groups and Architect/Construction Manager to develop projects including estimating costs, developing schedules, and documenting quality

Develops formal proposal request for obtaining architects, construction managers and other consultants’ qualifications; conducts related interviews, makes recommendations for Board approval, and negotiates related contracts

Reviews funding budget reports, attends meetings required by Ohio Board of Regents for funding requests, and reviews processes to verify compliance with College policy and Ohio Revised Code

During the construction process, monitors and oversees construction meetings, field inspections, change orders, and claims; facilitates necessary communication with the project team

During the design/planning process, monitors and oversees user program documentation, design development, and bidding/contract finalization

Performs other duties as assigned

Required Qualifications


Bachelor’s degree in Engineering, Architecture, Construction Management, Business or a related field and a minimum of eight years of demonstrated progressively responsible business, design, and/or construction project management experience

Demonstrated Experience in all aspects of construction project management for large complex projects, including contract negotiations, delivery of services, operations, personnel, client interface, and reporting

Demonstrated experience in engineering and architectural design and planning

Demonstrated business and financial experience

Demonstrated experience hiring, training, developing, scheduling, supervising and managing the work performance of others

Demonstrated experience forecasting, planning, maintaining, preparing, and monitoring a business area’s budget

Demonstrated experience effectively making decisions that have significant, broad implications on the management and operations of a division (or equivalent business area)

Demonstrated effectiveness in a role requiring dynamic and abstract problem solving methods in adaptive situations

Registration as a Professional Engineer and/or Architect in the state of Ohio


Possesses comprehensive knowledge of Capital, Construction, and Facilities Management theories, concepts and practices with the ability to use in complex, difficult and/or unprecedented situations as it pertains to the departmental focus

Possesses thorough knowledge of federal, state and local procurement and construction regulations

Possesses strong organizational and time-management skills

Possesses excellent written, verbal and interpersonal communication skills

Works accurately with great attention to detail

Ability to prioritize/handle multiple tasks and work with deadlines in a dynamic environment

Ability to promote collaboration, teamwork, and involve all stakeholders in decision-making processes

Proven ability to work in a fast paced, high volume and confidential service environment Ability to independently set goals and determine best course of action to achieve desired results

Proven ability to develop and manage budgets and deliver projects on time and within budget

Proven analytical and strategic planning skills

Demonstrated advanced project management skills

Intermediate-level proficiency with Microsoft Outlook, Word, and Excel or equivalent software

Basic-level proficiency with Microsoft PowerPoint or equivalent software

Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

Ability to collaborate, persuade and gain cooperation and acceptance of ideas on significant projects

Ability to collaborate, negotiate and resolve conflicts on major projects

Ability to facilitate top-level collaboration while managing sensitive issues

Ability to develop and maintain relationships with key contacts to enhance work flow and quality

Preferred Qualifications


Master’s degree in Engineering Architecture, Construction Management, Business or a related field Demonstrated experience in construction project management of public sector/higher education projects

Work Schedule

Standard College hours of operation, Monday through Friday, 8:30am – 5:00pm
