FULL-TIME PROGRAM MANAGER: (Department of Labor Guided Pathways to Success in Science, Technology, Engineering & Math (GPSTEM) project. (Grant-funded (3-year grant through September 30, 2017) (Non-Unit Professional Position) (Anticipated Start Date: June 1, 2015)

Reporting to the Dean of Technology, Arts & Professional Studies at Northern Essex Community College, this grant-funded non-unit position supports the Department of Labor Guided Pathways to Success in Science, Technology, Engineering & Math (GPSTEM) project in which a consortium of all 15 Massachusetts community colleges are advancing a comprehensive approach to address the training and education needs of workers and employees, particularly TAA eligible workers, underemployed workers, veterans, and other students, with a focus on articulated pathways to careers in high growth STEM sectors. GPSTEM will use the Complete College America Guided Pathways to Success model to achieve the goal of increasing the attainment of TAA-eligible and other workers of STEM degrees and certificates that match the skills needed by employers in the region. Working with academic and student affairs offices, regional employment boards and career center staff, the Project Manager will monitor the grant budget, facilitate grant data collection and assessment, represent NECC at state-wide grant meetings, and prepare regular reports regarding grant-related progress.  The Project Manager is a 3-year grant-funded position through September 30, 2017.

  • Act as primary liaison to all statewide project meetings and coordination of college service area participation in statewide activities; facilitate and/or attend meetings with regional employment boards and with other program staff as needed;
  • With the Dean of TAPS, manage all aspects of the GPSTEM grant, ensuring timely program administration, evaluation, and reporting to ensure compliance with all terms and conditions of the grant;
  • Communicate regularly with academic departments to ensure timely completion of grant tasks and to oversee and facilitate grant budget expenditures;
  • In collaboration with Dean of TAPS and Health Professions, develop an employer outreach plan and facilitate incorporation of employer needs into program development;
  • Coordinate with departments and campus-based resources to provide maximum targeted student advising support to participants;
  • In collaboration with regional employment boards, career centers as well as College faculty and staff, identify needs of the student populations served by the grant by: developing training in collaboration with various departments at the College, preparing marketing materials for the academic programs/training to promote NECC's credit and non-credit programs to facilitate access to and completion of academic programs;
  • Work with the advising office to provide just-in-time intervention and early warnings to students to increase the likelihood of student success;
  • Coordinate and track efforts to align credit and non-credit curricula to industry standard certifications;
  • Develop survey instruments and collect data in collaboration with NECC's Institutional Research office to track student progress;
  • Coordinate all professional development activities funded by the GPSTEM project for NECC's faculty members and other appropriate program staff;
  • Develop academic maps and identify milestone courses for credit and non-credit programs to promote student completion;
  • Provide regular written reports of the progress to internal and external collaborators;
  • Perform other related duties as assigned.


  • Strong knowledge of the community college system preferred.


  • Bachelor's Degree in a STEM related or Health field from an accredited college or university.
  • Career counseling and/or academic advising experience preferably in STEM disciplines and/or Allied Health.
  • Strong project and fiscal management and communication skills are required;
  • Ability to travel throughout the region/area required.
  • Available to work on a flexible schedule including occasional weekends and/or mornings.

Salary: $54,600 annually (with 3% increase per year)
