Detailed Job Description
The Director of Economic Development Initiatives works with the UACED Director and Staff to create economic development projects that utilize local and regional assets and create economic opportunities for Alabama communities and regions.
Additional Department Summary:
The Director of Economic Development Initiatives is responsible for initiating and implementing public projects that will have positive impacts on our state's economy and quality of life by bringing together and supporting synergistic partnerships that include local, state, and federal government agency staff and elected officials, business leaders, academic institutions, and non-profit community-based organizations, among others. In cooperation with these partners, this position will identify public economic development opportunities that are both feasible and have a high likelihood of success, given the market conditions and availability of capital and operating resources. Initiatives will involve generating creative, scalable economic development concepts in concert with partners, conducting research and developing business plans in order to identify viable options, and securing all financial and in-kind resources necessary to plan and implement the initiatives. Securing support from multiple partners will be essential in assembling the resources necessary to bring a project to fruition. However, managing partnerships may often be complex and challenging, given the diversity of interests, goals, and political alignments of each partner. Therefore, the success of these projects will rely upon the ability of the Director of Economic Development Initiatives to create consensus by communicating a shared vision and set of goals to project partners in a clear, articulate, and inspiring manner. An additional challenge for this position is the fact that many of UACED's projects take place in disadvantaged areas of Alabama, which often makes securing the necessary funding and in-kind resources very difficult and requires a high level of creative thinking and problem-solving to overcome.
This position will also support the Gulf State Park Enhancement Project. The Gulf State Park Enhancement Project (GSPEP) is a 4 year contract with the Governor's office and the Alabama Department of Conservation and Natural Resources to manage the $85 million redevelopment process for the parks facilities: Gulf State Park Lodge and Conference Center; Interpretative Center; Research & Education Center; improvements in trails, kiosks, signage, etc.; and ecological restoration of degraded dune habitat.
Required Minimum Qualifications
Bachelor's degree and 5 years of experience, OR Master's degree and 3 years of experience.
Additional Required Department Minimum Qualifications:
The Director of Economic Development Initiatives will be required to travel around the state on a weekly basis for meetings, presentations, and site visits. This travel will most often involve trips to multiple locations 150 miles or more away, requiring long days to reach project sites. This position will often require visiting locations where prospective development projects will be built, necessitating hiking and even canoeing in remote locations far away from emergency services, and involving significant physical strain
Bachelor's degree in natural sciences, urban planning, landscape architecture or related field and Master's degree in environmental management, urban planning, public administration, business administration or related field is preferred. Experience in raising funds: grant writing and grant management, work with state and federal agencies, non-government organizations and corporations to bring financial and other resources to support project development is preferred. Eight years of experience in a leadership role developing and implementing successful public projects involving diverse public-private partnerships and utilizing both public and private funds. Experience with coordinating and implementing large-scale outdoor recreation projects as well as ecological or natural system restoration projects is preferred. Experience with real estate acquisition, contract law, contract bidding, contractor management, and environmental regulatory compliance is also preferred.
