This position exists to provide office and fiscal management and direction for the four programs of the Applied Learning Center (ALC). The position has responsibility for policies and procedures relating to the accounting, budgetary and procurement of the ALC. The position will also supervise the Undergraduate Research and Service Learning Grant Programs, as well as manage the budget for the AmeriCorps, Puksta Scholarship and 1Book/1Project/2Transform program.
This position also provides technical support for the Applied Learning Center staff and manages the physical plant needs of the office. This position is a back up for the office manager and front desk staff.
This position is responsible for: Fiscal Management and Supervision of the Service Learning and Undergraduate Research Grant Programs.
(30% time)– Collaborate with the Faculty Associates for Undergraduate Research to create policies and procedures and provide direction for the administration of the grant programs – Determine if purchases are appropriate for the award and that the student or faculty are eligible and follows proper procedures for using the award – Interact with Accounting Services to create and follow appropriate procedures for purchasing grant related equipment – Guide faculty and student grant awardees through the process of procuring the equipment awarded by the grants and enforce procedural requirements for purchasing equipment and supplies – Collaborate with faculty to understand appropriate use of grant money – Ensure that student and faculty grant awardees use and spend the grant money appropriately – Guide students through the employment process and paperwork required for wages awarded by the grants – Process timesheets for grant awardees – Document money awarded and spent for each grant awardee – Process all paperwork related to payments for grant awards – Consult with students and faculty who have questions about the grant award process. Managing the Accounting and Budgetary Operations of the Applied Learning Center
(50% time)– Create and implement new policies and procedures related to the four programs of the Applied Learning Center – Monitor and track budget and spending for the Center for Urban Connections, Internship Program, Service Learning Program and Undergraduate Research Program for completeness, accuracy and conformance with procedures and regulations – Have signatory authority for all four program budgets – Provide the ALC Director with advice, technical assistance, cost analysis and budget preparation – Confer with Director of the ALC, as well as the individual program managers to ensure that budget adjustments are made in accordance with program changes – Analyze monthly department budgeting and accounting reports to maintain expenditure controls -Coordinate end of year spending cutoffs with Accounts Payable Office and AHEC Contracting – Ensure that all purchases are compliant with state procurement rules – Make routine decisions regarding the use of resources for the ALC– Technical Support of the Applied Learning Center and Administration of the On-Line Database
(20% time) – Maintain the internship database – Make decisions for the office on computer and equipment needs – Make decisions regarding office needs relating to equipment and furniture – Troubleshoot and fix issues related to equipment, e-mail, Outlook, and other software – Train existing and new staff on issues related to Word, Excel, Outlook, Banner and CSO – Lead the implementation of the new features of the database. – Establish all procedures for using the new system for the new programs. – Complete upgrades of data including removing ineligible students and students who have graduated. Emergency backup of the Front Desk, in the absence of Front Desk Staff or Office Manager.
Three years of grant management and budget management experience. Prior budget oversight experience. Experience creating accounting procedures and policies. Experience enforcing fiscal policy. Experience in Microsoft Word, Excel, Outlook and Access. Experience in front office management and customer service is required. Experience with purchasing.
Experience with CSO and Banner Software
Experience with State of Colorado Procurement rules and procedures.
