Assist the Director with the administration, management and direction of the purchasing functions of the Procurement Department, including implementing, administering and interpreting procurement policies and procedures. Conducts research and complies information necessary for the development and review of standards and assisting departments in the development of solicitations and technical specifications. Review, develop, and negotiate contracts.

Qualifications

1. Bachelor's degree preferred, Associate's degree [required] or five years of purchasing experience.
2. Certified Public Buyer or Certified Public Procurement Officer designations preferred.
3. Supervisory experience required.

Knowledge, Skills, and Abilities

1. Considerable knowledge of federal, state, laws, rules and regulations governing procurement.
2. Ability to supervise and delegate the work of others.
3. Knowledge of Florida law as it pertains to purchasing practices, principles, methods and procedures.
5. Experience and coursework or specialized training related to governmental purchasing and contracts.
5. Ability to work independently, exercising judgment, tact and diplomacy in all interactions.
6. Ability to operate a PC with knowledge of Microsoft Office.
7. Knowledge of Oracle software as it relates to procurement.
8. Demonstrated ability to effectively operate in a fast pace, deadline oriented business environment with accuracy.
9. Ability to communicate effectively both orally and in writing.
 

Education & Experience

Essential Job Functions

1. Supervise, train, assign work and evaluate the performance of personnel reporting to this position.

2. In coordination with the Director: supervise, train, assign work and evaluate the performance of personnel reporting to this position;
3. Direct and supervise the preparation of the solicitation processes, including development of scope of services and specifications, evaluations, tabulations, contracts, and purchase orders to insure compliance with the College's policies, state laws, and regulations;
4. Assist with the development and implementation of procurement related training programs;
5. Consult with College faculty, department heads, and personnel concerning quality and utilization requirements for the development of solicitations for the procurement of equipment, professional services and educational facilities construction.
6. Prepare procurement related activity reports as required, to include but not be limited to, MWBE Reports, Banner Reports, and other status reports for the Director of Procurement Services;
7. Prepare and analyze specifications to insure broad vendor participation and to support the College's MWBE and Local Developing Business Programs;
8. Facilitate pre-proposal conferences and proposal evaluation committee meetings;
9. Manage the requisition, vendor registration, and contract management programs. Manage the requisition hierarchy required within the Purchasing Module/software to guide requisitions and purchase orders along the creation and approval path. Administer and maintain the Purchasing Security Hierarchy and ERP Master Items File;
10. Assist with the administration of the P-Card Program, as required;
11. Assist in the preparation of documents and information for audits and public records requests;
12. Provide outstanding customer service and use positive interpersonal communications skills;
13. Keep abreast of changes in State Statutes and laws regarding purchasing procedures;
14. Act on behalf of the Procurement Director in his/her absence as authorized;
15. This is a position of special trust and requires the individual hired to successfully undergo an extensive criminal background check including finger printing.
16. Other duties as assigned.
 

Licenses, Certifications, or Registrations

Certified Public Buyer or Certified Public Procurement Officer designations preferred.
