The Assistant Director – Employment Services is a key member of the Human Resources team and is responsible for overseeing employment processes for the University. Primary responsibilities include oversight of the recruitment and selection process for administrative, temporary and State of Colorado Classified positions; providing employee relations to supervisors and employees in all areas of human resources; assisting in the employee complaint process and dispute resolution and defending employment actions both internally and externally. This position will manage all regular contractual employment processes for administrators. This is a hands-on operational position requiring excellent communication skills and knowledge of human resource processes, HRIS systems and protocol.
Recruitment: This position oversees the recruitment, selection, and classification of all positions at the University both in the State Classified system and those exempt from the System – permanent and temporary. This includes conducting job analysis, exam development, writing job announcements, reviewing applications, data entry into the electronic position control and application systems, running reports, administering and scoring exams, making referrals, and developing necessary forms related to the function. Counsels and advises applicants, supervisors and employees on processes, requirements and areas of concern related to employment.
Job Evaluation: Reviews job descriptions; evaluates information regarding duties and responsibilities; analyzes information to determine proper classification and salary comparison and to determine Fair Labor Standards Act designation. Completes reports/audits; notifies supervisors and employees of actions taken and retains appropriate documentation. Counsels and advises supervisors, managers and employees on the processes, requirements and areas of concern related to classification and FLSA designation.
Administrator Contract and employment management: Works with departments to ensure that all documentation is submitted for personnel appointments for Administrators. Calculates salary and benefits based on appointment parameters. Works with DHR on special conditions of appointment and other contractual language. Coordinates the contract process for new appointments and oversees the annual compensation notification process for all continuing Administrators.
Records Management: Responsible for ensuring individual employee information is securely maintained in the HRIS systems that serves as a permanent record available for workforce and salary planning. Processes all data related to employee personnel and payroll actions for Administrator and Classified employees.
Policy and Procedure Development: Assists in developing policy and/or procedure on areas specific to employment services. Disseminates information in a timely, clear and concise manner. Assists in conducting training in those areas of responsibility as a part of the Human Resources training initiatives.
Employee Relations: Provides in-depth counseling and advice to employees, supervisors and managers related to human resource policies and procedures. Conducts mediation as required in assisting managers and employees in dispute resolution for Administrator and Classified employees. Defends all personnel actions related to the job responsibilities in accordance with Federal, State, and internal regulations.
Training: Develop and deliver training programs on employee relations matters.
Bachelor’s degree in Human Resources, Management, Business Administration, Organizational Leadership or related discipline in addition to 3 years of experience in Human Resources.
Experience creating and implementing trainings for professional personnel
Experience working under rules of confidentiality
Master’s degree in Human Resources, Management, Business Administration, Organizational Leadership or related discipline. Prior experience in higher education. Prior experience using electronic application systems and HRIS systems including Banner, PeopleAdmin, NEOGOV or related systems. Prior experience in one or more areas of human resources in the State of Colorado Classified System. Current or prior possession of State of Colorado Certification in Selection and Recruitment and/or Job Evaluation or the ability to acquire certification within 12 months of start date.
