Detailed Job Description


Accountable for overall strategic leadership and management of the Financial Aid Department and all related functions for the Touro College & University System, including but not limited to:


  • Strategically align Financial Aid Activities with institutional mission and goals
  • Develop and manage departmental budget
  • Collaborate with Executive Vice Presidents, Deans, Program Directors, etc. to assess programmatic needs and special project needs
  • Working with the University Registrar and University Bursar, develop and manage Financial Aid Calendar
  • Manage program/campus close out requirements (File transfer, reporting)
  • Coordinate responses to local, state and national regulatory authorities as well as to the Internal Auditor and external auditors
  • Manage employee benefits affecting Financial Aid and Financial Aid staff (i.e. Tuition Remission, FMLA)
  • Work with project team on implementation of ERP system
  • Oversee Financial Aid and Institutional outreach initiatives (high school, community)
  • Be responsible for the ECAR and manage ECAR updates
  • Work with leadership team on developing and implementing retention strategy
  • Implement E-Sign and Digital Document technology to enhance efficiency, privacy and compliance

 Compliance-Specific Duties:

  • Be responsible for the annual SAP process
  • Manage the Annual Student Cost of Attendance Survey to ensure reasonable and compliant access to Federal, State and Institutional Aid
  • Manage the development of and approve Annual Cost of Attendance for each school
  • Be responsible for timely submission of the annual FISAP report
  • Complete annual reports and surveys
  • Ensure timely provision of data for the completion of the annual A133 audit
  • Develop and publish annual consumer information (Catalogs, TouroWeb, State, Accreditation requirements)
  • Develop and oversee comprehensive Quality Assurance Program (Establishing Metrics, Year Round File Review, Report Development)
  • Oversee development of and approve Annual SIS Packaging and Disbursement rules
  • Develop and implement a sound, ongoing Student Loan Debt Management Initiative
  • Develop and ensure compliance with sound FERPA policies and practices to ensure regulatory compliance
  • Research and execute annual FA Regulatory updates, including ensuring that relevant information system updates are implemented and related data are collected in a timely way

 Operations-Specific Duties:


  • Distribute annual campus level fund allocations for Institutional and Federal Campus based aid (Scholarships, Perkins, FSEOG and FWS)
  • Conduct Annual Staff Performance Evaluations
  • Develop annual Financial Aid Staff Service Delivery Goals
  • Develop and oversee an Annual Financial Aid staff survey
  • Develop and oversee an Annual student survey
  • Develop and implement an Institutional Academic Program approval process 
  • Attend Regional and National Conferences as necessary


 Education, Preparation, and Training

  • Bachelor degree required, Master’s degree preferred
  • 8 – 10 years direct experience with a successful track record of leading a higher education financial aid department
  • Affiliation with NYSFAA, NASFAA, EASFAA required
  • In-depth knowledge of financial aid need analysis and federal regulations governing the management and delivery of financial aid funds are necessary
