Mission College’s first priorities are students, their learning, and their success. The College is seeking a talented individual to fill the position of Vice President of Student Services.

Mission College, one of two colleges in the West Valley-Mission Community College District, began in the fall of 1979, and eventually grew to the present day 164-acre site that enrolls over 15,000 students and reflects the ethnic and racial diversity of the Santa Clara County region. The highly diverse and active student population makes the environment at Mission College energetic and vibrant. Our faculty is among the most qualified in the state and our students appreciate the college for its friendly staff and supportive atmosphere.

Committed to supporting companies in Silicon Valley, Mission created the Mission College Center for Innovation and Technology (MC²IT). This Center allows students, active high-tech professionals, and entrepreneurs the opportunity to work together and learn while solving real-world engineering problems.

Our college continues to grow as we undergo construction of our new Main Building. Move in date is summer 2014. Design has begun on our next new building, the Student Engagement Building, which will house a one stop student services operation, classrooms and labs, our decorated Welcome Center and offices. In recent years, we have opened several new facilities, including our Campus Center, Library and Telecommunications Center, Science Building, Child Development Center, and Hospitality Management Building.

The College’s accreditation was reaffirmed by the Accrediting Commission for Community and Junior Colleges. The Commission’s Visiting Team recognized Mission College for:

  • Providing a well-maintained, attractive campus and safe and fully-equipped facilities that promote a positive learning environment.
  • Collegiality among college faculty, staff, and administrators and expressed mutual respect of each other’s programs, services, and achievements.
  • The forward-looking attitude and passionate commitment of faculty, staff, and administrators to the college and its students, and the willingness to come together in difficult times to meet challenges facing the college.
  • Establishing an Asian American Special Collection and Speakers Program, as well as acquisition of Spanish language databases to enhance services to campus and distance learning students.

Currently, Mission College is in the process of the 2014 Accreditation cycle.

CHALLENGES AND OPPORTUNITIES

  • The College desires a Vice President who will lead Student Services into the future. For the well being of the institution, the new Vice President will need to demonstrate genuine commitment to the college.
  • Changing economic and social demographics of the dynamic Silicon Valley region require a renewed emphasis on outreach, recruitment, and retention to increase enrollment, particularly of historically underrepresented groups.
  • The College must continue to review its programs and services and adjust to changing student demographics and needs.
  • The College seeks to continue to increase student access to college with consideration to demographics, cost of living, and competitive educational environment.
  • The College is in the middle of a $157 million bond construction program. A new student engagement building is halfway through design, so the new VP will need to provide leadership and input to the building, which will provide a one stop shop for most student support services.
  • The College will be updating its educational and facilities master plan.
  • The College conducts program review annually and is undergoing its accreditation team visit in spring of 2014.
  • The College has a $4.15 million Title V Asian American Native American Pacific Islander Serving Institutions (AANAPISI) grant that requires institutionalization of new programs and services.
  • The Student Services and Special Programs (SSSP) is a new state program replacing Matriculation; the new Vice President will be critical in the implementation of this new program and improving student success at Mission College.

Assignment

Under direction of the President, plan, organize, coordinate, develop, direct, administer and evaluate supportive programs, services, resources and activities for students on an assigned community college campus; provide leadership and direction to academic and classified staff in all areas of student services including admissions and records, counseling, student activities and government, Campus Center, financial aid, tutorial services, health, CALWORKS, Extended Opportunities and Programs and Services (EOPS), Access, Disabled Student Programs and Services, athletics, career opportunities and job placement, college transfer services and marketing.

This is an academic management position assigned to a comprehensive community college with a wide variety of instructional and supportive programs, resources and facilities. The incumbent reports directly to the President. The Vice President, Student Services, provides leadership for academic and classified staff involved in the delivery and administration of the full range of comprehensive student services program for the college. The incumbent works closely with the President to facilitate achievement of goals and objectives consistent with District mission and goals, and also formulates, develops and implements student services, systems, policies, standards and activities in compliance with a variety of federal, State, local and District laws, regulations, policies and procedures.

This position is full time, 40 hours per week, 12 months per year, with anticipated start date of July 16, 2014. Schedule may change to include some evening or weekend hours, as needed. This position is an Educational Administrator and part of the Administrative employee unit.

Work Location: Mission College, Santa Clara, CA.

Minimum Qualifications

1. Possess a Master’s degree or the equivalent. Candidates who claim the equivalent qualifications must provide conclusive evidence of their qualifications.

AND

2. One year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment.

AND

3. Demonstrated ability to effectively work with persons of diverse socioeconomic, cultural, disability, and ethnic backgrounds.

IMPORTANT DEGREE INFORMATION:

  • Degrees must be earned from an accredited institution.
  • Candidates with foreign degrees must provide official certification of equivalency to U.S. degrees, by a certified U.S. credential review service. Simple translation of the language on foreign diplomas, transcripts, coursework, or similar will NOT suffice, thus will cause the application packet to be judged as incomplete.

Desired Qualifications

  • An earned doctorate from an accredited institution; AND
  • Management experience as executive director, dean, or vice president in student services area preferred.

Examples of Duties and Responsibilities

To perform this job successfully, an individual must be able to perform each essential duty of the position satisfactorily.

  • Provide direction and leadership to all academic and classified staff assigned to student services functions, programs, operations and activities on an assigned college campus; formulate, develop, implement and review a broad variety of policies, standards and outcomes to assure that students are afforded optimum supportive services while pursuing academic and vocational fields of study.
  • Serve as a member of the President’s leadership team and participate in establishing and achieving institutional goals in accordance with the District’s educational master plan; direct the development of short- and long-range plans for all student services functions in coordination with the leadership of other District entities.
  • Assure optimum services to students in all areas of student life, including maintenance of student records, academic and personal counseling, recreational and sports activities, health services, student government and other clubs and organizations, tutorial services, financial aid, and assistance programs for students with disabilities.
  • Direct the management, operations and activities of the college’s student activities center; assure that a diversity of social, recreational and athletic opportunities are available to all student groups within the college community.
  • In a quality and service-oriented environment, supervise and evaluate the performance of administrators and supervisors responsible for administration and implementation of supportive student services; promote an environment of cooperation and mutual effort to foster the success and achievements of students.
  • Confer with college administrators and others regarding management issues involving student services and programs of the college including recommendations for new or revised policies and procedures; assure that all areas of student services interface effectively and are appropriately integrated with the instructional program.
  • Work closely with academic staff in regard to developing, modifying and enhancing student services; review and evaluate existing programs and promote expansion of services to meet the diverse needs of community college students including new, transfer, re-entry and high school advanced placement students.
  • Serve as the President’s designee for student discipline and related policies; promote the resolution of disciplinary issues through the college’s internal process; assure the fair, consistent and objective enforcement of policies and regulations governing student conduct.
  • Represent the college to local, State and federal governmental bodies and agencies involved in providing benefits, resources, services and programs for community college students; when requested, represent the college to the community including other educational institutions, business interests and service organizations.
  • Assure compliance with all applicable laws, rules, regulations and restrictions related to assigned student supportive services, programs and activities; assure that the highest legal and ethical standards are maintained and clearly communicated to subordinate personnel.
  • Review and evaluate effectiveness of key personnel, programs and services; assure development and implementation of supplemental programs and services which are efficient, effective and responsive to the needs of the community and college; recommend operational changes and improvements as appropriate.
  • Direct the efforts and activities of assigned committees, task forces and work groups; delegate responsibility to subordinates for representing the college’s interests in the local community and at State or national meetings; review and evaluate information, factual summaries and recommendations from work groups and team leaders.
  • Work collaboratively with faculty, deans and administrators in developing the college catalog and schedule of classes; direct planning for college graduation ceremonies.
  • Review reports related to the financial resources of assigned programs and services; assure that human and financial resources are allocated efficiently and effectively; direct the timely and accurate preparation of records, reports, summaries and projections of data related to student participation, funding and implementation of short- and long-range plans.
  • Serve as coordinator for College marketing activities; serve as coordinator of off-campus education sites as assigned.
  • Work cooperatively as a member of the management staff of the College and District toward the achievement of its goals and objectives.
  • Provide leadership consistent with the mission and function of the College and District.
  • Recommend and implement techniques to improve department policies and practices, increase efficiency, take advantage of opportunities and maintain state-of-the-art practices, keeping abreast of current trends and practices in the field.
  • Maintain effective public relations with the larger community.
  • Assure smooth operations within the areas of responsibility.
  • React to change productively and handle other essential tasks as assigned.
  • Immediately report known or likely fraud, illegal acts, violation of provisions of contracts or grant agreements to the appropriate parties.
  • Select, assign, orient, train, supervise, counsel, discipline and annually evaluate the performance of direct subordinates; delegate the responsibility for supervision of indirect subordinates to subordinate supervisors to assure efficient and effective performance; develop expectations for performance and standards of excellence.
  • May be assigned to lead or participate in District-wide or college committees, initiatives, teams or ad hoc groups; responsible and accountable for completion of assigned tasks when assigned to such a group; when chairing such a group, evaluate the performance of committee members and forward input to members’ supervisors for consideration during the performance evaluation process.
  • Prepare and administer annual budgets for assigned area; review and approve expenditures according to established District policies and procedures.
  • Participate in preparation of state and federal grant applications.
  • Night and occasional weekend Supervisory shifts.
  • Perform related duties as assigned.

  • Analyze complex financial, statistical and narrative data regarding the college’s student services.

  • Assure compliance with local, State and federal laws related to the provision of student services on a community college campus.
  • Direct the effective interface and integration of student services and programs.
  • Develop, implement and promote innovative student services and supportive learning resources as an integral part of the instructional program.
  • Communicate effectively both orally and in writing.
  • Establish and maintain effective and cooperative working relationships with others.
  • Delegate authority and responsibility to subordinates effectively.
  • Relate effectively to people of varied academic, cultural and socio-economic background using tact, diplomacy and courtesy.

Salary and Benefits

  • Anticipated hiring range: $9,900–$10,412 (monthly) with a maximum earnable monthly salary of $11,692.
  • Additional compensation: $1,500 for doctorate added to base salary annually, to be prorated on a monthly basis.
