Duties and responsibilities: Reporting to the Vice Chancellor for Finance, the Director of Procurement is responsible for the development, implementation, and review of procurement policy as well as initiating and managing the processes for institutional consortia requests for proposals and bids at the institutions and agencies under the jurisdiction of the West Virginia Higher Education Policy Commission and the West Virginia Council for Community and Technical College Education. Responsibilities include the administration of procurement and capital debt activities of the West Virginia Higher Education Policy Commission.
Knowledge, skills and abilities: Excellent written and oral communication skills; excellent interpersonal skills; ability to successfully manage competing demands; ability to use Microsoft Office software; knowledge and experience working with relational databases; and the ability to manage, plan, organize, direct, and accomplish work through others.
Education and experience: Master's Degree in Business Administration or Higher Education Administration is required. However, a Bachelor’s Degree in Business Administration, Management or Accounting with extensive experience in a combination of higher education or governmental procurement will be considered as an education equivalency. Procurement related national or state certification is preferred. Seven years of experience in purchasing, procurement, contracts, auditing, accounting, or related experiences are required. Experience in policy development and construction project procurement is strongly preferred.
Salary: Commensurate with education and experience.
