OFFICIAL TITLE: Staff Assistant/Benefits Coordinator

SUPERVISON RECEIVED: Reports to the Director of Human Resources

SUPERVISON EXCERCISED : May supervise subordinate classified staff and student employees assigned to the area.

GENERAL STATEMENT OF DUTIES:  Provides a high quality, service oriented benefits program to the employees of Worcester State University.  Responsible for benefits orientation to new employees and the exit interview process for employees leaving the institution. Coordinates with the Director of HR and the Payroll Director to ensure the delivery of timely, accurate and consistent responses to benefit inquiries and problems.  Ensures compliance with state and federal benefits regulations.

  1. Responsible for new employee benefits orientation and the exit interview process.  Assists the Director of HR with the group orientation process.
  2. Responsible for the administration of all aspects of the university’s benefits program including State Employee Retirement System (SERS) and the Optional Retirement Program (ORP).
  3. Coordinates with payroll accountants to ensure proper completion, data entry and transmittal of forms.
  4. Troubleshoots employee problems not of a routine nature with the Group Insurance Commission, Board of Higher Education or State Retirement Board providing accurate responses to staff and faculty.
  5. Counsels employees on rights and responsibilities under the Family and Medical Leave Act (FMLA), designates leaves as appropriate and maintains a spreadsheet of active and inactive leaves.  Provides statistics on approved leaves as requested.
  6.  Approves and tracks intermittent FMLA leaves and maintains records.
  7. Coordinates and implements the annual GIC open enrollment program each spring with the assistance of the appropriate payroll staff.
  8. Provides retirement counseling assistance with application procedures to employees considering retirement.  Maintains files and statistics regarding requests.
  9. Explains benefit options to employees with family status changes, on leaves of absence, or terminating employees.
  10. Communicates information to employees about new benefit plans or changes in existing benefits plans.
  11. Coordinates periodic fairs and presentations to educate employees about insurance plans and financial/retirement planning.
  12. Administers open enrollment periods for insurance plans and flexible spending accounts.
  13. Maintains employee benefits records on Group Insurance Commission (GIC) databases.  Serves as university liaison with GIC.
  14. Maintains Optional Retirement Program (ORP) records.
  15. Reviews and verifies monthly GIC Insurance Acknowledgement Report, Direct billing Register and Adjustment Bill Report.
  16. Completes Monthly APA/MSCA and Non-Unit dental reports. Acts as liaison to Dental Plan Administrator
  17. Reconciles monthly Standard Long Term Disability Report.
  18. Maintains Sick Leave Banks for unionized staff and manages requests for Extended Sick Leave for AFSCME employees and communicates with payroll staff regarding donatins and utilization of sick banks.
  19. Responsible for the administration of the Worker’s Compensation program including liaison with the Department of Industrial Accidents, the Worker’s Compensation Division, Occupational Medicine providers, employee counseling, processing of forms and coordination the payroll on matters related to lost time.
  20. Serves as liaison with the Division of Unemployment Assistance, processing all unemployment claims for the University.
  21. Responsible for annual distribution and collection of HIRD forms for current employees as well as new hires.
  22. Responsible for maintaining the Benefits website including updating information and notices on a regular basis.
  23. Performs related work as assigned by the director.
