Job Responsibilities

Prepares and submits new hire reporting to state retirement systems

Monitors eligibility and course loads for student exemption tracking

Responsible for payments and associated reporting to the Ohio Public Employment Retirement System (OPERS) and State Teachers Retirement System of Ohio (STRS)

Responds to OPERS and STRS member applications for service or disability retirement benefits

Assists with, prepares and submits documentation for service purchases, withdrawals and rollovers

Clarifies monthly and annual service credit calculations

Provides verbal or written responses to retirement benefit questions

Anticipates and meets all customer needs accurately, professionally, and with a commitment to customer satisfaction

Assists Payroll Analyst with the completion of daily verification of personnel changes for completeness, takes initiative to identify problems and works with Human Resources Managers to correct errors and/or secure missing information

Supports team with production of payrolls during critical or peak periods

Files institution-generated documents and their secure access through Banner Document Management Suite (BDMS) for record retention

Continually maintains effective Red Flags internal controls

Receives and processes inquiries from Legal Services such as subpoenas and public record requests

Performs other duties as assigned

Required Qualifications

EDUCATION AND EXPERIENCE/TRAINING

Associate’s degree and/or minimum of 3 years progressively responsible experience in payroll-related state retirement reporting

Demonstrated effectiveness in a role requiring dynamic and abstract problem solving methods in adaptive situations

Demonstrated experience effectively making decisions that have major implications on the management and operations within a department

KNOWLEDGE, SKILLS and ABILITIES

Critical thinker with ability to identify and implement efficiencies within daily operations

Possesses strong organizational and time-management skills

Possesses excellent written, verbal and interpersonal communication skills

Possesses comprehensive knowledge of payroll and state retirement systems’ theories, concepts and practices with the ability to use in complex, difficult and/or unprecedented situations

Demonstrated intermediate proficiency with Microsoft Outlook, Word, Excel, PowerPoint and Access or equivalent software

Ability to confidentially and discreetly handle subject matters requiring privacy and sensitivity

Ability to collaborate, persuade, gain cooperation and acceptance of ideas on significant projects

Ability to collaborate, negotiate and resolve conflicts on major projects

Ability to facilitate top-level collaboration while managing sensitive issues

Ability to develop and maintain relationships with key contacts to enhance work flow and quality

Ability to effectively accept direction from multiple levels of the College in various departments

Ability to effectively complete work assignments independently

Preferred Qualifications

EDUCATION AND EXPERIENCE/TRAINING

Certified Employee Benefits Specialist (CEBS) credential

Bachelor’s degree in Finance, Accounting or Business

Payroll experience in an academic environment or multi-state organization

Demonstrated proficient experience with Access or Oracle applications

Demonstrated proficient experience with Ellucian Systems and Computer Technology Banner system or equivalent system

Work Schedule

Standard College hours of operation, M-F 8:30am – 5:00pm. Occasional evenings/weekends as requested by supervisor.
