Detailed Job Description

The Division of Student Services is seeking a talented leader to fill the position of Director of International Programs.

Mission College is located in the heart of Silicon Valley. Our staff and faculty are among the most qualified in the state and our students appreciate the college for its friendly staff and supportive atmosphere.

Under supervision of the VP of Student Services at Mission College, perform specialized duties related to, enrollment and retention of both matriculated and intensive English program international students at the International Student Center; serve as PDSO (Primary Designated School Official (with the US Department of Homeland Security (US DHS) for the college; provide accurate and timely information regarding US DHS regulations to potential and enrolled international students; handle the flow of money through the intensive English language institute and prepare and maintain financial records, report student immigration and academic status as needed to the US DHS; provide for support services to enrolled students including health insurance, medical care, housing and SEVIS compliance contacts.

100% of full time, 40 hours per week, 12 months per year, with anticipated start date of May 18, 2016. Schedule may change to include some evening or weekend hours, as needed. This is a Classified Administrator position.

Work Location: Mission College, Santa Clara, CA.

We have begun a district-wide classification study of all regular, non-faculty staff positions. A classification study is a process of studying, analyzing, and describing the nature and level of work performed by employees. This classification study will ultimately produce uniform job descriptions for every employee.

The classification study will also include a compensation study that will provide information on what other employers pay employees who are performing similar duties. The District will use this information to ensure that our employees are adequately compensated.

The classification study started in November 2014 and is expected to take approximately 12-18 months to complete. As a result of this study, it is possible for the job description and/or compensation to change in this position opening.

Minimum Qualifications

Any combination equivalent to:

1. Education – a four year degree from an accredited college or university with major course work in business administration, advertising, marketing or related field;


2. Experience – three years of increasingly responsible private sector experience in a related area such as sales, advertising, marketing or training;


3. Demonstrated ability to effectively work with persons of diverse socioeconomic, cultural, disability, and ethnic backgrounds.

Desired Qualifications

  • Bilingual preferred.
  • Experience as a Designated School Official.

Examples of Duties and Responsibilities

  • Determine educational needs by working with community and international contacts, faculty, curriculum developers and college staff.
  • Use knowledge of ESL, of international students to develop and implement marketing strategies for program; develop and market special projects such as short term intensive English programs; actively market programs to international audience.
  • Initiate presentations, proposals and contract development with a variety of clients.
  • Participate in relevant local and national associations (e.g. TESOL, CATESOL, NAFSA); keep up with pertinent developments in the fields of ESL, SEVIS, IEP management, international education and immigration law.
  • Manage the college International Student website by making sure the information there is accessible and current.
  • Supervise selection and assignment of faculty and match program needs.
  • Create policies as needed.
  • Monitor classes and services including personnel contracts, staffing, scheduling, establishing class, registration, books, instructional materials, with appropriate college/District units.
  • Supervise curriculum development and service delivery to meet program needs.
  • Resolve student and faculty issues, and coordinate with college offices and partnering educational institutions.
  • Write contracts, prepare and distribute invoices, collect contract fees and follow up on contract terms.
  • Develop and deliver presentations on program activities to community and District groups.
  • Work cooperatively as a member of the management staff of the College and District toward the achievement of its goals and objectives.
  • Provide leadership consistent with the mission and function of the College and District.
  • Recommend and implement techniques to improve department policies and practices, increase efficiency, take advantage of opportunities and maintain state-of-the-art practices, keeping abreast of current trends and practices in the field.
  • Maintain effective public relations with the larger community.
  • Assure smooth operations within the areas of responsibility.
  • React to change productively and handle other essential tasks as assigned.
  • Immediately report known or likely fraud, illegal acts, violation of provisions of contracts or grant agreements to the appropriate parties.
  • Select, assign, orient, train, supervise, counsel, discipline and annually evaluate the performance of direct subordinates; delegate the responsibility for supervision of indirect subordinates to subordinate supervisors to assure efficient and effective performance; develop expectations for performance and standards of excellence.
  • Be ready to accept assignments to lead or participate in District-wide or college committees, initiatives, teams or ad hoc groups; be responsible and accountable for completion of assigned tasks when assigned to such a group; when chairing such a group, evaluate the performance and during the performance evaluation process.
  • Operate office equipment such as microcomputer, computer terminal, printer, calculator, copier and facsimile machine.
  • Use program and word processing applications software effectively.
  • Prepare and administer annual budgets for assigned area; review and approve expenditures according to established District policies and procedures.
  • Participate in preparation of state and federal grant applications.
  • Perform related duties as assigned.

  • Anticipated Hiring Range: $7,323–$7,886 monthly (Administrative Salary Schedule, Range 10, Steps A-C).
