Washington State University (WSU) is seeking to hire a strongly self-motivated, talented Finance Budget Analyst for the Dynamic Compression Sector (DCS) at the Advanced Photon Source (APS), Argonne National Laboratory. This position is based in the Chicago area (Lemont, IL).

The DCS is sponsored by the DOE/NNSA and is operated by Washington State University (Institute for Shock Physics). This position requires a high level of professionalism, strong organizational skills, and the ability to meet deadlines. The DCS Finance Budget Analyst is responsible for directly supporting day-to-day fiscal activities, managing grant and contractual funding, developing financial reports, and performing strategic financial analysis. Representative responsibilities include, but are not limited to:

  • Manage planning and coordination of all purchasing activities, including direct liaison with internal and external constituencies. Prepare purchasing requisitions and ensure compliance with policies and procedures based on current funding requirements.
  • Manage and track financial activity related to agreements with Argonne National Laboratory, such as subcontracts and blanket purchasing agreements.
  • Provide oversight and compliance of service activities including establishing rates, invoicing, tracking expenditures, maintaining records, and preparing annual service center renewals.
  • Participate in strategic financial and other related planning activities. This includes assisting in developing and modifying forecasts, cost estimates, trend analyses, and compiling and analyzing data/statistics.
  • Manage, prepare, and coordinate the monthly financial reports and accounting operations for the Dynamic Compression Sector. Provide concise and accurate monthly financial reports, as required by the DCS Manager, which include projected spending rates.
  • Regularly review the DCS’s funding against future and current financial needs and budget constraints. Make recommendations to the DCS Manager for expense assignments and spending rates based on the results of the financial analysis.
  • Develop, implement, and audit policies and procedures to comply with university, state, federal, and other relevant laws and regulations.
  • Preparation and review of budget requests and proposal documentation for accuracy and compliance with university and external agency policies and regulations.
  • Coordinate other contractual matters on behalf of the DCS and WSU such as, service and maintenance contracts.

Required Qualifications

A Bachelor’s degree in business, economics or a related field, and three (3) years of experience directly related to the duties and responsibilities specified. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.

Preferred Qualifications

  • Experience with grant and contract budget development and administration.
  • Experience in a business setting requiring accountability in financial reporting.
  • Significant knowledge of databases and standard query language.
