The Director of the Washington State University Public Children’s Behavioral Health Workforce Collaborative (The Collaborative) is responsible for coordination, development, and administration of the Collaborative. The position assures the training, consultation, research and education components of the program are in continuous and productive interaction.
The Collaborative operates independently and is tri-led by youth and family, state systems, and WSU. The purpose is to develop sustainable local and statewide education, training, coaching, mentoring and technical assistance to support agencies in providing Wraparound with Intensive Services (WISe) with fidelity. WISe refers to a model of comprehensive behavioral health services and supports to Medicaid eligible individuals, up to 21 years of age with complex behavioral health needs and their families. The goal of the program is for eligible youth to live and thrive in their homes and communities, as well as to avoid or reduce costly and disruptive out-of home placement.
The Collaborative develops its research and educational capacity in ways that meet objectives outlined by the Workforce (WF) Steering Committee of the Collaborative (WSU, DBHR, Family/Youth/Peer Organization). It also works closely with the Workforce Workgroup to ensure that outcomes are compatible with the objectives of the federal funding requirements for child welfare training.
The Executive Director reports out and takes guidance from the WF Steering Committee comprised of 3 representatives from each of the 3 entities forming the Steering Committee of the Collaborative (DBHR, WSU, and Family/Youth/Peer Organization(s)).
The Director will use the resources of the university, DBHR and other funding entities to develop the training, research, and educational capacity of the Collaborative. They will be responsible to integrate the programmatic research, training, and educational activities of the university in keeping with the goals established under the direction of the WF Steering Committee of the Collaborative and in collaboration with the Workforce Workgroup.
This is a temporary position expected to end on September 30, 2016. Renewal is dependent on the need for extension and/or if additional funding is secured to extend employment.
A Bachelor’s degree in a program-related area and four (4) years of progressively responsible work in the program specialty, which has included at least two (2) years of supervisory experience. Any combination of relevant education and experience may be substituted for the educational requirement on a year-for-year basis.
PhD in a discipline related to Human Development, Psychology, Social Work, and social sciences or related discipline.
Demonstrated leadership and administrative experience.
Demonstrated strategic and sustainability planning experience.
Experience establishing and monitoring a budgeting system and oversight of accounting of grant and state funds
Experience developing policy.
Experience developing programmatic infrastructure.
Experience working in academic and/or public behavioral health systems.
Experience implementing Evidence Based Practices.
Experience contracting for services.
