Detailed Job Description

The Payroll Department is seeking a talented individual to fill the position of Senior Financial Analyst.

Comprised of two colleges, West Valley College and Mission College, we are located in the heart of Silicon Valley. Our staff and faculty are among the most qualified in the state and our students appreciate our two colleges for our friendly staff and supportive atmosphere.

Under direction of the Payroll Supervisor, prepare, process and audit payroll records and reports, develops and controls all tasks necessary to accomplish the organization’s payroll processing objectives.

100% of full time, 37.5 hours per week, 12 months per year, with anticipated start date of March 16, 2016. Schedule may change to include some evening or weekend hours, as needed. This position is a member of the West Valley-Mission Classified Employees Association (WVMCEA), Office, Technical & Business Services Employee Unit.

Work Location: West Valley-Mission Community College District, located on the West Valley College campus, Saratoga, CA.

We have begun a district-wide classification study of all regular, non-faculty staff positions. A classification study is a process of studying, analyzing, and describing the nature and level of work performed by employees. This classification study will ultimately produce uniform job descriptions for every employee.

The classification study will also include a compensation study that will provide information on what other employers pay employees who are performing similar duties. The District will use this information to ensure that our employees are adequately compensated.

The classification study started in November 2014 and is expected to take approximately 12-18 months to complete. As a result of this study, it is possible for the job description and/or compensation to change in this position opening.

Minimum Qualifications

Any combination equivalent to:
1. Education – Four year degree from an accredited college or university with major course work in accounting, finance, business administration or closely related field;


2. Experience – Three years of increasingly responsible budget and accounting experience in a large public sector organization;


3. Demonstrated ability to effectively work with persons of diverse socioeconomic, cultural, disability, and ethnic backgrounds.

Desired Qualifications

  • 5+ years public agency payroll experience is desired.
  • Experienced on Banner or other enterprise system.
  • Experience with QSS (Quintessential School Systems) is desired.
  • Payroll Certified.
  • Experience desired with CalSTRS and CalPERS retirement benefits.
  • Ability to analyze complex data.
  • Ability to multi-task, excellent time management skills and accept changing priorities.
  • Detailed-oriented and organized.
  • Team player with excellent customer service and communication skills.
  • Ability to calmly work under pressure.

  • Participate in budget development and implementation processes in collaboration with campus and District administrators and program managers.
  • Assist the Director with capital budgeting and analysis, variance analysis and financial modeling; analyze, summarize and interpret payroll, general ledger, human resources and other financial and statistical data for management.
  • Provide technical expertise and direction to budget and program managers, District and campus administrators regarding budget and accounting issues, financial reports, budget changes and transfers.
  • Participate in preparing financial and budget documents and reports including supporting agenda materials for presentation to the Board of Trustees.
  • Analyze new and proposed legislation, contract documents, State budget information and projections to determine current and potential impact on the District.
  • Prepare and process a variety of technical documents, claims for reimbursement, expense transfers and related materials; calculates quarterly and annual payroll reports.
  • Prepare periodic budget reports including narrative discussions of significant budget issues and analysis and interpretation of financial data.
  • Prepare a variety of payroll-related reports; ensure proper accounts are charged for payroll expense.
  • Develop and enhance information systems and procedures to facilitate budget development and administration processes; design and modify spreadsheet and database reports and formats; access mainframe computer and import or transfer data as needed; confer with Information Systems personnel regarding special and ad hoc reports.
  • Develop and maintain the position control system database; issue job and position numbers and verify position funding for Board action.
  • Audit all payroll functions, including, CalSTRS and CalPERS retirement contribution calculations.
  • Review current status of assigned budgets and programs to ensure continued financial viability and compliance with applicable statutes and regulations, including the approval and implementation of budget adjustments to restricted projects and the preparation and/or review of required reports to external agencies.
  • Analyze, summarize and present cost and financial information during collective bargaining negotiations.
  • Provides support/expertise to the payroll staff.
  • Participate in year–end fiscal closing activities.
  • Train and provide work direction to assigned personnel.
  • Serve as department liaison on enterprise payroll software and provide training to department staff; keep informed on payroll system updates and communicate system issues immediately to management; use troubleshoot techniques when system issues occur and advise payroll staff/users how to best utilize the system.
  • Provides high level customer service to internal and external customers and assists the Payroll Supervisor in communicating pertinent information about payroll’s policies & procedures.
  • Perform related duties as assigned.

Knowledge and Abilities

Knowledge of:

  • Community College public agency payroll.
  • Applicable District, County, State and federal laws, regulations and reporting
    requirements affecting community colleges.
  • Knowledge of federal and state payroll tax liabilities.
  • Prepare/process/transmit federal, state and local tax funding files and reports.
  • Modern office equipment, methods and procedures including use and application of mainframe and personal computers and associated software.
  • Principles and practices of training and work direction.
  • Interpersonal skills using tact, patience and courtesy.
  • Technical aspects of field of specialty.

  • Ability to communicate clearly and concisely employee payroll issues such as: hourly wages, regular and over-time hours worked, discovery of under/over payments, employee earnings and deductions, tax and deduction laws that apply directly to payroll, CalSTRS/CalPERS and Teamsters retirement benefits.
  • Ability to calmly work under pressure.
  • Provide payroll development and administration expertise and direction to others.
  • Use Banner payroll, QSS and related software to prepare and process all payroll activities, generate clear and concise reports, review, analyze, reconcile and interpret complex data and maintain records.
  • Develop and present recommendations and solutions to all payroll issues.

Salary and Benefits

  • Anticipated Hiring Range: $5,512–$6,026 monthly (WVMCEA Salary Schedule, Range 71, Steps A-C).
