Job Description:
Howard Community College is seeking an experienced leader for the Department of Financial Aid Services. Reporting to the Associate Vice President for Enrollment Services, this position is critical to the college’s authorization to receive and administer Title IV funding in compliance with all relevant laws and regulations. The administration of this unit is central to the college’s ability to fulfill its mission and enrollment goals and to the accessibility and affordability of postsecondary education for students, particularly the neediest students.

The Director is responsible for strategic planning, budget development, management, hiring and performance evaluation and outcomes assessment processes for the Financial Aid Services unit. 

The Director administers all aspects of the college’s state and federal financial aid services and most aspects of state, institutional, and HCC Educational Foundation scholarships, including oversight of approximately seven million dollars in funds as well as the FAS operating budget. The Director serves as the college’s chief Title IV officer, administering all federal Title IV and state financial aid and ensuring the college is compliant with all federal and state regulations, and institutional policies and procedures related to financial aid, scholarships, loans and federal and institutional work study. Oversees administration of the federal Title IV Wide Area Network software and electronic network. Oversees management of the federal electronic databases and all electronic data communications with the U.S. Department of Education. Collaborates closely with other financial aid directors at the state, regional, and national level to clarify regulatory issues and implementation issues. Works closely with federal officials at the U.S. Department of Education to seek clarification and resolution of regulatory and statutory issues. Develops policies and procedures to ensure Title IV compliance and oversees implementation of procedures necessary for compliance. Develops annual financial aid packaging policy and cost of attendance budgets. Establishes application and award procedures annually for HCC students. Oversees and monitors the administration of the default management program to ensure that the college’s cohort default rate is maintained below 15% each year. Oversees and monitors the administration of the loan counseling and disbursement processes. Manages financial aid payments and financial aid credit balance refunds in collaboration with Cashier’s Office. Oversees preparation of all federal and state financial aid reports. Represents the college in annual SFA audits and USDOE program reviews. Administers the maintenance, update, and integrity of all financial aid records, electronic and paper. Notifies the U.S. Department of Education of all pertinent changes in the college’s senior administration, additional programs offered, or additional sites. Develops and implements Satisfactory Academic Progress standards for financial aid recipients in compliance with federal regulations and the inter-department Financial Aid Restriction Appeals Committee. Works closely with the Finance Office to reconcile federal, state, and institutional aid. Oversees and monitors the administration of the Student Employment Program, including the federal work-study, institutional work-study, and foundation work-study programs and the off-campus tutoring program, monitoring expenditures, and development of required records such as manuals and job descriptions. Administers ongoing and critical staff training program. Oversees unit’s community and campus based outreach programs.
$74,518-$99,109. Plus excellent medical insurances, tution reimbursement and paid leaves. This position is not overtime eligible.
Minimum Qualifications:
Master’s Degree in higher education administration, business or related fields and minimum of 5 years of financial aid experience required at the administrative level. Excellent financial aid technical skills, such as understanding of financial aid calculations and ratios required as well as extensive knowledge of federal and state financial aid laws and regulations. Experience with the review and evaluation of complex federal tax returns required. Prior experience with and participation in regional and national financial aid training workshops and conferences required. Experience with the administration of the federal Title IV Wide Area Network. Experience with campus-based programs required. Scholarship management experience required. Prior supervisory, planning, and budgetary experience required. Outstanding technology skills required, including experience with student information systems, Windows, MS Office, querying software, digital imaging, and databases, including federal financial aid databases, of all kinds, and digital imaging technology. Outstanding decision making, problem solving, and research abilities required. Demonstrated outstanding leadership, organizational and managerial skills required. Excellent interpersonal and communications skills required, including verbal and written skills and public speaking. Ability to serve as an effective member of a team. Ability to manage multiple priorities in a fast-paced, deadline driven environment while providing excellent customer service required. Responsible for knowing routine office policies and procedures for all student services areas including admissions, testing, records and registration and advising. Experience working with various college officials and units, particularly Finance and Enrollment Services units. Ability to maintain strict confidentiality.
Preferred Qualifications:
Experience with Maryland State Scholarship programs preferred.

Experience with a community college setting strongly preferred.
