The Director of Human Resources is responsible for the daily operations of the Department. This position is responsible for representing the department on a variety of human resource programs and services as assigned. The position is responsible for employment processes and activities for Faculty, Administrators, Affiliate Faculty, support staff, and student employment.
The Director of Human Resources serves as the first level representative for all human resources responsibilities including employment, benefits, classification and compensation, training and development, employee relations, and HRIS processes for Faculty, Administrators, Classified staff, students, Affiliate Faculty, and other employment areas; completion of special data report requests and surveys involving all workforce elements; working with other HR staff and departments in the University to determine criteria and most appropriate method of research for special project reports, staffing pattern, and salary surveys. Serves as coordinator of the University’s Background Check process. Assists in developing policies and procedures related to human resources at the University.
40% Responsible for the strategic planning for the department and for process improvement and initiatives that impact the university as a whole. Maintains employee data and employment records in compliance with state, federal and institutional policies and procedures while ensuring confidentiality. Supervises HR support staff by establishing both short-term and long-term goals and objectives and by providing direction and/or resolving issues brought forth by support staff regarding human resource programs and processes.
10% Advise supervisors and employees regarding employee relations matters and university discipline processes. This effort includes but is not limited to guiding supervisors and/or employees on annual performance planning, goal setting, improvement planning, and corrective action processes. Also involves communicating and maintaining grievance policies and procedures of professional code of conduct issues and conducting investigations, and presenting findings as appropriate. Works in collaboration with the Equal Opportunity Office on personnel matters concerning discrimination and Title IX.
15% Develops policies and procedures based on current needs of the University directly related to the human resources function and coordinating any relevant revisions to the Handbook for Professional Personnel.
20% Provides direction and oversight of the university compensation program and compensation related initiatives.
10% Serves on internal and external committees as assigned.
5% Completes special projects as needed.
•Bachelors degree in Human Resources, Management, or Business Administration or related degree.
•Seven to ten years experience in Human Resources.
•Experience working with multiple employment groups that includes three or more of the following personnel types: contract, administrative exempt, classified personnel, hourly, temporary, para professional and professional employees, faculty, staff and/or student staff.
•Human Resources experience that includes two or more of the following: recruitment, on-boarding, benefits, performance management, policies and procedures development, training, and records retention.
•Experience with dispute processes and conflict resolution.
Masters degree in Human Resources, Management, or Business or related.
Human Resource experience serving as an Assistant, Associate or Director of Human Resources in Higher Education.
Prior experience working with state/public employment is preferred.
Prior experience using Banner or other automated personnel/payroll system is preferred.
Prior experience as a supervisor over 5 or more employees in a large organization.
State of Colorado certifications in Independent Contractor Reviews, Selection and Evaluation.
Senior Professional Human Resources (SPHR)Certified.
Understanding of data, establishing data integrity, and conducting data analysis to produce reports and aid in data driven decision making as needed.
Experience creating and implementing training and workshops for professional staff.
Experience fielding complaints and concerns relevant to professional code of conduct violations and conducting investigations.
Experience conducting strategic planning to establish goals and identify areas for process improvement and initiatives to meet the overall mission of the department or the organization.
Experience keeping employee records in compliance with state and federal guidelines, rules of confidentiality, FERPA and HIPPA.
