This position is responsible for the shared leadership (staff, volunteers, youth, partners, community) and vision of the 4-H Youth Development program that includes planning, delivering, evaluating, and setting the educational tone and direction of a growing program in Chelan, Douglas, and Okanogan Counties.
• Provide leadership in planning, developing and implementing flexible programs that demonstrate enhanced leadership skills, positive self-esteem, effective communication skills, sound decision-making ability, and other life skills in program participants.
• Author or contributing author on peer reviewed Extension publications, referred journal articles, and/or creative products and media as appropriate to an individual’s faculty appointment.
• Acquire both financial and human resources through grants, contracts, fee-for- service and gifts to support the development and delivery of regional programs and other special emphasis programming.
• Develop, implement and maintain an in-depth regional evaluation system to measure the outcomes and impacts of the 4-H Youth Development Program.
• Provide program leadership for the management and support to the adult volunteer systems, including recruiting, screening, training, supervising, guiding and advising, experiential learning, evaluating, and public recognition of volunteer leaders.
• Develop knowledge of issues and factors affecting youth development; build working knowledge of current best practices and evidenced-based programs in youth, family, and adult education; evaluate the needs of the target community; and develop innovative programs to meet those needs in the region.
• Develop new and maintain current natural resources and experiential educational programming to meet the needs and opportunities in the region.
• While maintaining traditional clubs, identify opportunities for 4-H school enrichment, short term projects, focused youth education, and community-based organizations. Particular emphasis will be on expanding youth participation in Science, Technology, Engineering, and Math (STEM), citizenship, and healthy living programs.
• Collaborate with other Extension faculty and staff on program initiatives that affect youth, including the Supplemental Nutrition Assistance Program (SNAP-Ed), Master Gardeners, Strengthening Families, ANR, CED, and other programs.
• Develop and/or utilize appropriate methods, such as social media, computer-based decision tools, mainstream media, news releases, written materials, and other resources to promote and advertise the 4-H program.
• Maintain ongoing communication and alignment with the State 4-H program as well as keeping abreast of, and participating in, initiatives promoted by the State 4-H Office.
• Ensure that program outreach effectively includes diverse and underserved communities.
• Co-supervise and support program coordinators.
1. An earned Master’s Degree with academic training in social sciences, human development, youth development, guidance and counseling, leadership development, volunteerism, education, or closely related field.
2. Two years of experience working effectively with both adults and youth (developing, delivering, and managing programs for youth).
3. Documented experience in volunteer management (i.e., recruitment, placement, education, recognition, conflict resolution, and retention).
1. Experience in conducting applied research involving positive youth development or volunteerism.
2. Entrepreneurial skills in extra-mural fund development including securing and managing.
3. Ph.D. in social sciences, human development, youth development, guidance and counseling, leadership development, volunteerism, education, or other related discipline.
4. Proven experience with, and understanding of, 4-H delivery methods, including an understanding of youth and adult learning theory and experiential education.
5. Experience in natural resource/environmental education based program implementing experiential education technologies.
6. Demonstrated ability to communicate effectively using oral, written, and listening skills.
7. Demonstrated ability to use current computer technology and distance-bridging technologies to expand learning opportunities. Competency in using electronic outreach methods and equipment for extension and daily work activities.
8. Demonstrated ability and flexibility in exercising both leadership and team membership roles.
9. Demonstrated ability to conduct informal and formal program need/opportunity assessments.
10. Language skills in non-English languages used in the counties (e.g., Spanish, Russian, etc.).
11. Capacity and willingness to engage diverse constituents in education programs. Demonstrated cultural competency skills.
Official Title: Extension Regional Specialist, (equivalent to assistant professor), full-time, 12-month, tenure-track faculty position within the Youth and Family Program Unit.
Line of Responsibility:
This WSU Faculty member is responsible to the WSU Youth and Family Program Unit Director, with programmatic accountability to the 4-H Youth Development Program Director. This position works collaboratively with the County Directors of Chelan, Douglas, and Okanogan Counties. This position works as a member of a multi-disciplinary team of Extension educators and support staff in other county Extension offices, the state 4-H office, as well as department based Extension specialists and researchers.
• All new Extension employees working with youth must be screened. Employment as a 4-H youth educator is contingent upon a successful Washington State Patrol and national background check.
• Ability to travel year-round using own reliable transportation (mileage reimbursed) is required. Evening and weekend work in communities is required. While using a private vehicle for official business, the successful candidate must obtain current automobile liability insurance (meeting the requirements described in RCW 46.30.020, and RCW 46.09.090) and possess a valid driver’s license.
• Extension faculty members are hired into the organization, not into a specific geographical location. It is possible that future circumstances may require relocation.

Salary is commensurate with the candidate’s academic and professional qualifications and available funding, including history of program management and successful extramural fund development.
