The County Director position is responsible for leading a multi-disciplinary team of Kitsap County Extension educators and support staff. This position is responsible for fostering a strong and collaborative relationship with Kitsap County government; common goals are to ensure continued partnership in providing outstanding WSU Extension programming. County Director administrative duties include: serving as director of a Kitsap County governmental department (WSU Kitsap County Extension) and participating with the Kitsap County Interdepartmental Coordinating Council (ICC); supervising support-staff personnel and program coordinators; preparing and managing the Kitsap County Extension Office budget; upholding the Memorandum of Agreement (MOA) covenants between Kitsap County, Clean Water Kitsap and WSU; and ensuring office compliance with all policies and procedures of WSU and Kitsap County Government.
The faculty position is will function as an integral part of the Kitsap County WSU Extension team. The successful candidate will provide innovative, multi-cultural educational programming that will focus on the strengths of individuals and families of all ages, ethnicities, and backgrounds. The candidate will conduct and collaborate on research projects; and will secure resources to sustain and grow programs that focus on supporting healthy and strong families.
Master’s Degree in Human Development, Child/Family Studies, Prevention Science, Family and Consumer Sciences, Social Work, Counseling, Education, or closely related field, at the time of hire.
Demonstrated ability to engage, facilitate, and work effectively with diverse, low-income, and underserved audiences in an educational context.
Ph.D. in Human Development, Child/Family Studies, Prevention Science or closely related discipline.
Proven ability to apply and integrate research-based knowledge into program development, delivery, and evaluation.
Demonstrated ability in establishing and maintaining effective working relationships with colleagues, partners, and stakeholders.
Official Title: Extension Regional Specialist; Working Title: Kitsap County Extension Director and Family Development Specialist. This is a full-time, 12 month, non-tenure promotion-track faculty position at the rank of Assistant or Associate Professor, with the WSU Extension Youth and Family (Y & F) Program Unit, a unit of WSU Extension and the College of Agricultural, Human, and Natural Resource Sciences (CAHNRS). The position is headquartered at the WSU Extension Kitsap County Office in Bremerton, Washington.
Plan, implement and evaluate research-based and experience-based educational programs related to the broad area of family and child development, parenting, and healthy relationships in a prevention context (such as Strengthening Families 10-14).
Provide integrated youth and family programs in collaboration with 4-H Youth Development Regional Specialists.
Acquire both financial and human resources through grants, contracts, and gifts to support the development and delivery of these programs.
Conduct innovative programs that result in measurable outcomes, and that lead to peer-reviewed Extension scholarship for advancement in rank and promotion.
Work collaboratively with Extension faculty and staff in all program areas (Agriculture and Natural Resources, Community and Economic Development, 4-H Youth Development and Food Safety and Nutrition) as a valuable team player.
Collaborate with appropriate agencies and organizations to provide proactive educational programming for individuals, families, agencies, organizations and businesses.
As County Director, provide proactive engagement with county government, leadership for fiscal and budget management, leadership for civil rights compliance, and maintain a county advisory system.
Collaborate and partner with internal and external sources of the statewide Parenting Team and Human Development Department expertise.
Promote, facilitate and provide technical assistance and leadership development to volunteer Extension programs.
• Conduct informal and formal needs/program opportunity assessments. A program opportunity is defined as the recognition or creating of a situation in which constituents are willing to work toward a common goal; outcomes of importance can be accomplished; and resources for completion of the work can be gained.
• Ensure program outreach that includes diverse and underserved audiences and age groups. Examples: culturally diverse communities, single parent families, teen parents, families in transition, child care providers, adult care providers, other family and youth-serving professionals, volunteers, youth, limited resource individuals and families, and senior citizens throughout the area.
• Develop and maintain family and community partnerships to enhance youth and family development.
• Develop innovative educational materials and design effective methods of delivery that reach the diverse audiences.
• Develop partnerships with community agencies and organizations such as departments of health, school districts, youth organizations, childcare workers, and organizations working with families.
Marketing and Public Relations:
• Advocate for WSU and Extension in the community. Contribute to an accurate, consistent, and positive message about Extension to funding partners, participants, and the wider community.
• Network and cooperate with department-based Extension specialists on the WSU campuses to facilitate curriculum implementation and development with appropriate faculty and staff.
• Utilize a variety of education delivery methods and teaching techniques including distance education, electronic media, social media and other e-learning approaches newsletters, individual and group meetings, demonstrations, and capacity building to accomplish educational goals to reach target audiences.
Line of Responsibility:
• The WSU faculty member is responsible to the WSU Youth and Family Program Unit Director.
• Participate as a member of the WSU Y & F Extension Program Unit, the overall WSU Extension Program, the Parenting Team and CAHNRS.
• Collaborate with WSU faculty in the Human Development Department and other interdisciplinary and multi-disciplinary programs or teams.
• Promote external communications with elected officials, community leaders and organizations at the local, state and federal levels.
• Network with other organizations that support and promote agriculture, economic development, youth and family development to ensure cooperative relationships that enhance the effectiveness of all programs.
• Understand and carry out the principles and specific requirements of the Civil Rights Act of 1964, the American’s with Disability Act, the Affirmative Action Plan, and all pertinent rules and regulations.
• The successful candidate will be required to work flexible hours that include some evenings and weekends as needed. There is an expectation that the candidate will need to drive to various locations around the county and region. Occasional overnight travel is required.
• Extension faculty are hired into the organization, not into a specific geographical location. It is possible that future circumstances may require relocation.
• Ability to travel year-round using own reliable transportation (mileage reimbursed) is required. Evening and weekend work in communities is required. While using a private vehicle for official business, the successful candidate must obtain current automobile liability insurance (meeting the requirements described in RCW 46.30.020 and RCW 46.29.090) and possess a valid driver’s license.
