Detailed Job Description


This position is responsible for all aspects of project management work including the planning, development and implementation of new construction and renovation projects.  Also responsible for implementation of design activities and technical assistance activities, maintaining the college aesthetic and functional objectives, including timely and economical construction of low maintenance, long life, energy conservative, architecturally correct and functional buildings.


1.  Coordinates all phases of work on several projects simultaneously:  (a) Provides clear and timely communication with co-workers, customers, consultants and contractors,  (b) maintains timely, complete and accurate documentation of all aspects of projects,  (c) ensures project budget books are maintained, complete and accurate, (d) responsible for project budget administration and all phases of the project from start to completion, (e) maintains security and confidentiality of project files and information.

2.  Develops, coordinates and monitors project development: (a) prepare/review cost estimates, specifications, sketches and schedules to accomplish projects using current industry standards: (b) ensures all code requirements and college standards are met, (c) develops project programs to meet customer needs including budgets and schedules, (d) prepares/reviews contract documents to meet customer needs and constructability, (e) actively seeks involvement and suggestions of co-workers and end users during design process.

3. Expedites, coordinates and monitors project delivery: (a) Negotiates with consultants, contractors and subcontractors to accomplish work within the scope of the assigned project, (b) ensures that budgets and schedules are met within acceptable and agreed upon limits, (c) ensures accurate, clear and timely communication with all customers, co-workers, consultants, and contractors, (d) ensures quality construction is performed as per contract documents, (d) ensures all laws, codes and ordinance requirements are met, (e) actively seeks involvement and suggestions of co-workers and end users during the construction process.


  • Participates in college long-rang planning process providing technical expertise in all phases
  • Participates in the development of and updates to the multiyear capital maintenance plan and annual capital budgeting process.  
  • Participates in development of continuously improved project process, design standards and specifications
  • Participates in the support of campus facility CAD and GIS maintenance programs
  • Participates in the support of campus facility database maintenance programs
  • Maintains college building and site plan records and updates as appropriate
  • Maintains reference materials including; product library, ADA manuals and other regulatory materials including building codes and zoning ordinances and updates as appropriate.
  • Participates in various College Committee work
  • Other duties as assigned by supervisor, managers, and directors.


Working environment

Typical office environment with exposure to computer screens; extensive contact with customers who may include students, faculty and staff as well as legal counsel, insurance carriers, consultants, material suppliers, general contractors and subcontractors, either in person, by telephone or electronically.

Frequent exposure to all hazards associated with exterior site construction and building maintenance and construction.

Physical Requirements

Essential functions may require maintaining physical conditions necessary for sitting for prolonged periods of time; extensive use of computer keyboard; visual acuity; walking; standing, climbing ladders and staging; occasional light lifting or carrying (overhead, waist level, from floor); bending.


  • A professional intermediate level of knowledge in engineering and plant operations and maintenance normally acquired through completion of a Bachelor’s Degree in Engineering or an equivalent combination of education and experience.
  • Intermediate knowledge of site, building systems and equipment and the ability to manage related projects at a level normally acquired through approximately 5 years of related experience.
  • Advanced communication and interpersonal skills sufficient to establish and maintain effective working relationships with College employees and outside College contacts.
  • Intermediate experience and knowledge of the International Building Code, Life Safety Code, ADA, AIA documents and specification writing
  • Intermediate knowledge and computer skills including CADD, scheduling, word processing, and spreadsheet programs.
